The Maryland Water Quality Financing Administration Act (Sections 9-1601 through 9-1622 of the Environment Article of the Annotated Code of Maryland) authorizes the Administration to establish a Linked Deposit Program (the “Program”) whereby funds of the Administration are invested in interest earning accounts with a lender to promote loans to borrowers for the purpose of controlling nonpoint sources of pollution and protecting the quality of the waters of the State in accordance with the federal Water Pollution Control Act and the federal Safe Drinking Water Act.
