We, the undersigned, duly appointed representatives of the City of Oakland and of the Oakland Police Officers’ Association, a recognized employee organization, hereinafter referred to as “City” and “Association,” do hereby jointly prepare and execute on the 26th day of June, 2011 the following written Memorandum of Understanding. This Memorandum of Understanding is, in part, the result of the Interest Arbitration Decision and Award issued March 11, 2008 by Arbitrator Barry Winograd, attached as Appendix A.
