The California Integrated Waste Management Act authorizes cities to contract for solid waste collection, transport and disposal services. The City has for over thirty (30) years contracted with Arakelian Enterprises, Inc., (dba Athens Services) to perform these services. While the services provided by Athens have been in compliance, the legal landscape in which those services must be provided has changed significantly over the past decade.
