L. 100–456] ([former] 37 U.S.C. 302 note), who, during the period be- ginning on October 1, 1993, and ending on the date of the enactment of this Act, would have qualified for an agreement described in paragraph (3) had the amend- ments made by subsections (a) and (g) taken effect on October 1, 1993.
