Without exception. Section 5.1 does not restrict the State Board Prosecutors or the Central Coast Executive Officer and/or Central Coast Water Board prosecution staff from pursuing any action against a member of SBASG under an applicable Conditional Waiver, or under Division 7 of the Water Code, except as such actions pertain to replacement water due to nitrate contamination.
