Withdrawal or Termination. a. In the event a party withdraws, any property or equipment donated, given, or sold to the Parties for the purpose of Project shall remain the property of the Parties. b. The withdrawing party shall not be entitled to any funds contributed to, or in the possession of RICO on behalf of the Parties. c. In the event a party withdraws from the agreement and still wishes to use the system, they will be required to pay user fees as set forth by the Group. d. If a signatory party withdraws during the Construction phase of the Project, they shall pay a separation fee representing 75% of their contribution to the Construction of the Project and will be required to reimburse the signatory parties for any loss in discount associated with pulling out of a radio purchase. e. In the event that it is determined that the P25 Project is to be disbanded or the technology becomes obsolete, the Policy Working Group shall establish terms for the winding down and liquidation of equipment and property.
