WIOA State Plan. The term “State plan”, used without further description, means a unified State plan under section 102 or a combined State plan under section 103. The Cumberlands local Workforce Development Board has thirteen Kentucky Career Centers that are designed to provide a full range of assistance to job seekers and businesses under one roof. Established under the Workforce Investment Act of 1998 and continued by the Workforce Innovation and Opportunity Act, the centers offer a comprehensive array of services designed to match talent with opportunities. Of these thirteen centers one is a comprehensive center, two are affiliate centers, and the other eleven are considered access points.
