While Negotiations Are in Progress. A. Matters Subject to Negotiations 1. Matters subject to negotiations shall be wages, hours, and terms and conditions of employment, together with the continuation, modification or deletion of any provisions of the existing agreement. B. Recesses 1. The chairman of either group may recess his/her group for any independent caucus at any time. Caucuses shall be of reasonable length. C. Item Agreement 1. As negotiation items receive tentative agreement they shall be reduced to writing and initialed by each party. The initials indicate a tentative agreement has been reached by the respective parties. Once a tentative agreement is reached, no further discussion shall take place on that issue except by mutual agreement.
