When an End User. changes its service provider froAmT&T-22STATEto CARRIER or from CARRIER to AT&T-22STATEand does not retain its original telephone numbeAr,T&T-22STATEthe Party formerly providing service to such End User shall furnish a referral announcement (“Referral Announcement”) on the original telephone number that specifies the End User’s new telephone number in accordance with any applicable state laws, rules and tariffs.
