Water Program. SMC shall design, implement, maintain, and fund the Comprehensive Surface Water, Ground Water, and Aquatic Resources Protection Program (the “Water Program”) as described in Appendix L. SMC shall provide Councils with the opportunity to Participate in the design, implementation, and oversight of the Water Program.
