Volume I – Factor 1 Technical. M.4.1 The Government will evaluate the Offerors capabilities to perform SOW 3.3.8, 3.3.9, 3.3.10 , 3.3.22, 3.3.24, and 3.3.26 for efficiencies, quality control measures, through put, and schedule risk. Significant emphasis is placed on the location of facilities, supply chain management procedures with quality assurance for parts or part assemblies, and domestic production for quick response to short notice requests. Facilities / production outside the U.S.A will be identified as a significant increase to performance and schedule risk.
M.4.1.1 The Government will evaluate the Offerors quality control measures and production risk mitigation procedures used at the proposed facilities to determine the feasibility of production through put and production schedules.
M.4.1.2 The Government will evaluate the Offerors production plans capability to efficiently execute the monthly production rate of (40) MQM 170 IAW SOW 3.3.8, (2) MQM 172 IAW SOW 3.3.9, and (2) MQM 186 IAW 3.3.10 utilizing the proposed facilities and schedule. Emphasis is placed on the Offerors understanding of target production procedures, redundancies to ensure consistent production schedules are maintained and overall risk management.
M.4.1.3 The Government will evaluate the Offerors production plan supply chain management to determine feasibility, quality control procedures, and efficiency for the production of part assemblies as well as full production targets. Significant emphasis will be placed on domestic production and rapid delivery capabilities of modified parts to meet unique testing needs.
M.4.1.4 The Government will evaluate the (3) Target Production diagrams to determine the feasibility of meeting or exceeding the performance specification. Any diagram that does not meet the specification will not be considered. Targets that have the ability to be modified, upon the Government request, to exceed the performance specification shall be evaluated more favorably.
Volume I – Factor 1 Technical. L.4.1 The Offeror shall provide a detailed production plan that illustrates the entire production process of all three targets. The Production plan shall at a minimum contain:
L.4.1.1. Proposed facilities for each target variant with a general diagram(s), location(s), and capabilities that will be used to support the TSMO in Huntsville Alabama. Provide appropriate quality control measures used to ensure the facilities produce targets that meet the identified performance specification. Stating a facilities QA certification does not provide adequate information for the Government to determine feasibility of submitted production procedures.
L.4.1.2. Production schedule for each target that identifies a minimum and optimum production time. The schedule shall provide data to support the monthly production capability of (40) MQM 170 Aerial Target System,
