Viewscapes. Within any zone whether the use is permitted or requires a special permit, the following developments if proposed within the Viewscape shown on the Viewscape Map shall be subject to a Visual Impact Analysis before Council considers whether or not to approve the development: (a) Buildings; (b) Transmission lines; (c) Communication towers; (d) Wind turbines.
