Variable Rate Plans. The Visa Signature is a variable rate plan. The APR may increase and decrease 4 times a year and is determined by adding the Margin (described below) to an index. (For Visa Signature plans, the APR will not change during the first 12 billing cycles.) The “Index” is the highest Prime Rate as published in The Wall Street Journal on the 20th day of March, June, September and December.
