Urbanization Clause Samples
The Urbanization clause defines the rules and responsibilities related to the development or conversion of land for urban use within the scope of the agreement. It typically outlines the procedures for obtaining necessary permits, compliance with zoning laws, and the obligations of parties regarding infrastructure improvements such as roads, utilities, and public spaces. By clearly allocating duties and setting standards for urban development, this clause helps prevent disputes and ensures that the urbanization process proceeds in an orderly and legally compliant manner.
Urbanization. Goal 14 requires provisions for the orderly and efficient transition from rural to urban land use, to accommodate urban population and urban employment inside urban growth boundaries, to ensure efficient use of land, and to provide for livable communities. Policies 13, 14, 16, 17, 18, 19, 41 and 42 of the CFP address urbanization within the Regional Urban Growth Boundary. The CDC implements the urbanization policies by establishing standards to promote appropriate urban development. The Community Plans implement the urbanization policies by designating sufficient land for appropriate development. The UGB was last expanded in 1998 to include lands surrounding King City. The expansion was subsequently acknowledged by the Land Conservation and Development Commission (LCDC). The County relies on the findings acknowledged by LCDC to demonstrate compliance with Goal 14. Ordinance No. 836 does not add any land to the UGB or urbanize any land. The UPAA with King City provides a process, policies and requirements for coordinating concept planning in the designated Urban Reserve Area in order to provide for the orderly and efficient transition from rural to urban land uses. Goal 14 will apply to future decisions to add Urban Reserve lands to the UGB or when lands are annexed in the city’s Urban Planning Area as identified in Exhibit A, the King City Urban Planning Area map Ordinance No. 836 is consistent with Goal 14. Section 3.07.810 of Title 8 of Metro’s Urban Growth Management Functional Plan (UGMFP) requires that County comprehensive plan changes be consistent with the UGMFP. The following Ordinance No. 836 findings have been prepared to address Title) 1, 8, 11 and 14 of the UGMFP.

Urbanization. The purpose of Goal 14 (OAR 660-015-0000(14)) is “To provide for an orderly and efficient transition from rural to urban land use, to accommodate urban population and urban employment inside urban growth boundaries, to ensure efficient use of land, and to provide for livable communities.”
Urbanization. In modern times rapid urbanization and industrialisation have led to the diversion of forest land to non-forest purposes, as a result, the wildlife habitat is shrinking.
Urbanization. Urban India is undergoing explosive population growth, among others, due to greater economic opportunities.1 It is estimated that by the year 2011, urban areas will contribute about 65 percent to gross domestic product (GDP). However, this higher productivity is contingent upon the availability and quality of infrastructure services. Urban economic activities are dependent on infrastructure such as power, telecom, roads, water supply, mass transportation, solid waste management, among others. The urban infrastructure and basic services are under severe stress due to the increasing demand. Urban infrastructure by nature is complex and more difficult to scale-up compared to other infrastructure. Cities are unable to cope with the urban infrastructure demand because of weak municipal financial and institutional capacities to execute infrastructure project. While on one hand tariffs for urban basic services are low, the public good nature of large share of urban infrastructures makes them untenable for user fees. The perceived high and real risks of urban infrastructure investments make private investors wary and therefore private equity investments have been limited in urban infrastructure. The role of government assumes greater significance for urban infrastructure services given the sectors risks and challenges.
Urbanization. The City of ▇▇▇▇▇▇▇ and Yamhill County shall encourage urbanization within the boundary to occur in an orderly and efficient manner, resulting in a compact, balanced urban center meetinglong-term economic and social needs of the residents of the area regardless of political boundaries.
