TxDOT Monetary Obligations. All TxDOT monetary obligations under the COMA Documents are subject to appropriation by the Texas Legislature. This Section 1.10 applies to all monetary obligations of TxDOT set forth in the COMA Documents, notwithstanding any contrary provisions of the COMA Documents. The COMA Documents do not create a debt under the Texas Constitution.
