TRUNKS. 5.1 Carrier shall establish one-way trunk groups to all Tandems or End Offices in the LATA in which Carrier offers service. If Carrier offers service in a LATA in which there is no Telco Tandem, Carrier shall establish one-way Trunk Groups to Each Telco End Office Switch in that LATA in which it offers service.
