For all public streets within the Property, each Owner shall dedicate the right-of-way and construct the roadway improvements in accordance with the Governing Requirements and any applicable Governing Requirements. In 2018, the City intends to convene a regional transportation meeting with all relevant public and private entities. If, as a result of such meeting, a multi-jurisdiction regional traffic analysis is commissioned, Xxxxxxxxxxx agrees to pay the Ownersproportionate share of the cost of such analysis, up to a maximum of $20,000.
Transportation Infrastructure a. The Applicant shall donate $80,000 to fund the realignment of the MBT as it crosses the Site through the East Park. The realignment results in the elimination of the hard-right angle along this portion of the MBT, creating a more gentle curve to access the MBT to north of R Street. The realignment will increase safety on the MBT for all District residents who utilize this vital form of transportation to commute and travel throughout the city. Based on current estimates, the $80,000 donation is anticipated to fully fund the realignment of the MBT.
Transportation Infrastructure. Xxxxxxxxx & Associates, Inc., has conducted‌ the Westside Transportation Study, dated June 28, 2018 that analyzes the impacts of the full development of the Properties on the transportation system at the end of the planning period (the "Kittelson Study"). The Kittelson Study has been submitted to and has been reviewed and approved by the City pursuant to City Permit BP-18-3441, and its conclusions are included in the City Engineer's Transportation Analysis Memo dated August 3, 2018, attached as Exhibit J. The Kittelson Study determined that full development of the Properties would impact eight intersections and several roads within the City road system. A map of the impacted intersections showing degree of impact is attached as Exhibit K. Exhibit K shows the Properties' overall proportionate share of new PM peak hour trips through each intersection within the City-approved study area, including the projected increase in background traffic ("Total Proportionate Share"). Exhibit K further shows each Owner's share of the Total Proportionate Share, and that full development of the Properties will generate approximately 75% of the new trips at two locations, requiring construction of roundabouts at the Skyline Ranch Road/Xxxxxxx Park Road intersection and at the Skyline Ranch Road/Skyliners Road intersection. Exhibit K shows that full development of the Properties will have a lower impact on six existing City intersections. Table 5 of the Kittelson Study shows the trip generation assumptions per lot/acre/unit used to establish these impacts. The Parties will allocate and address these impacts as follows:
Transportation Infrastructure. The street and vehicular transportation concept for the plan is built on the use of existing streets rights-of-way. Marine Terminal Site Washington Street. Washington Street is planned to be the main circulation route through the Marine Terminal site. The street is envisioned as a defining boulevard and circulation spine for the site. It is recommended as a two- lane roadway with curbside parking, a center median, a generous landscaped parking strip, with sidewalks on both sides. The street right-of-way also houses significant underground utilities, which would be costly to relocate if its alignment were changed. Proposed Washington Street (Marine Terminal) layout Washington Street in the Marine Terminal today. River Street today. River Street, South 5th Avenue, and South 9th Avenue. These streets provide the access to the riverfront area. They are recommended as two-lane roadways with parking on either side. First floor building frontages close to the street right- of-way should be encouraged to provide a neighborhood atmosphere. There are several utilities under the existing street alignment. These utilities will need to be considered in order to limit costly utility relocations when the street is updated to support new development. Proposed River Street layout Boat Basin Site Washington Street. Washington Street is the primary circulation, marina and park access, and pedestrian corridor for this side of the site. The plan recommends retaining and upgrading the street with parking, landscaping, and walkways. Grey Avenue and South 2nd Avenue. These access streets now provide the only vehicular access to the Boat Basin area. The plan recommends upgrading Grey Avenue as the main gateway and access route with paving, walkways, and landscaping. Washington Street in the Boat Basin today.
