Description and Costs of the Small Generating Facility, Interconnection Facilities, and Metering Equipment
Transmission System. The facilities owned and operated by the Participating TO and that have been placed under the CAISO’s Operational Control, which facilities form part of the CAISO Controlled Grid. Equipment, including the Small Generating Facility, Interconnection Facilities, and metering equipment shall be itemized and identified as being owned by the Interconnection Customer or the Participating TO. The Participating TO will provide a best estimate itemized cost, including overheads, of its Interconnection Facilities and metering equipment, and a best estimate itemized cost of the annual operation and maintenance expenses associated with its Interconnection Facilities and metering equipment. Transmission System. 5.1 Transmission system upgrades
5.1.1 No portion of section 5.1 of this article 5 shall apply unless the interconnection of the Small Generating Facility requires transmission system upgrades.
5.1.2 The utility shall design, procure, construct, install, and own the transmission system upgrades described in Attachment 6 of this Agreement. If the utility and the Interconnection Customer agree, the IC may construct transmission system upgrades that are located on land owned by the IC. The costs of the transmission system upgrades shall be borne by the IC.
5.1.3 Notwithstanding any other provision of section 5.1 of article 5, in the event and to the extent an RTE has rules, tariffs, agreements, or procedures properly applying to transmission system upgrades, the provisions of section 5.2 of article 5 shall apply to such upgrades.
Transmission System. The Parties agree to maximize the use of the existing Transmission System for the benefit of the Parties before construction of new transmission facilities. The Parties have agreed on connection points for delivery of water from the Transmission System as set forth in Exhibit 3, which exhibit may be updated and revised by resolution of each Party's city council. To the extent that a Party needs additional Capacity in the Transmission System, the Parties agree to sell or lease available Capacity in the Transmission System prior to construction of new transmission facilities. When expansion of the Transmission System is required, the Parties shall follow the procedures as set forth in Article IX.
Transmission System. 7.1 The Transmission System shall be designed, constructed and operated with the objective of permitting each Participant to transmit under normal operating conditions its share of entitlement in the Navajo -11- <PAGE> Generating Station from the Navajo Generating Station to its designated points of delivery in a manner which will not, unreasonably affect the operation of the electric systems of the Participants, and, so that when operated in parallel with such systems, the loss of any one circuit will not cause any other circuit or element of and of the parallel transmission systems of a Participant to carry Power in excess of the short-time rating of such parallel transmission system as may be established by the owner of such system.
7.2 Each Participant shall have the right to use the Transmission System to transmit to its designated delivery points under normal operating conditions Power in an amount equivalent to its Capacity entitlement share in the Navajo Generating Station or to reserve the Transmission System for such transmission without regard to the origin, source, ownership or type of generation used to produce such Power.
7.3 Any Participant may acquire firm entitlement in the Transmission System, in addition to that provided for in Section 7.2 hereof upon the written agreement of all Participants having cost responsibility for the facilities over which such firm entitlement is sought, provided that said firm entitlement does not materially interfere with the right of any other Participant to transmit its entitlement as provided in Section 7.2 -12- <PAGE> hereof. Such written agreement shall specify the amount of monetary compensation to be paid to and the allocation among the Participants for such firm entitlement.
7.4 Any Participant may make non-firm use of transmission Capacity in addition to its use under Section 7.2 hereof to the extent that transmission Capacity is determined to be available by the Operating Agents in accordance with criteria to be developed by the engineering and operating committee.
7.5 If two or more Participants concurrently desire to make non-firm use of transmission Capacity in the same segment of the Transmission System pursuant to Section 7.4 hereof, and the available transmission Capacity in such segment is not adequate to satisfy all such requests, then, unless otherwise agreed to, the available Capacity will be shared by those Participants concurrently requesting such Capacity in proportion to their cost res...
Transmission System. The facilities controlled or operated by the Transmission Provider or the Transmission Owner that are used to provide transmission service under the Tariff. Upgrades – The required additions and modifications to the Transmission Owner’s Transmission System at or beyond the Point of Interconnection. Upgrades may be Network Upgrades or Distribution Upgrades. Upgrades do not include Interconnection Facilities. Located in Washington County, New York, the Wheelabrator ▇▇▇▇▇▇ Falls waste-to-energy facility provides dependable, environmentally safe disposal of municipal solid waste for Washington and ▇▇▇▇▇▇ Counties, while generating clean, renewable electricity for sale to the local utility. Operated by Wheelabrator, Wheelabrator ▇▇▇▇▇▇ Falls processes up to 500 tons per day of municipal solid. Wheelabrator ▇▇▇▇▇▇ Falls has an electric generating capacity of 15,000 kilowatts. Wheelabrator maintains an electrical interconnection with National Grid, the electric utility company which both serves and purchases generation from the plant. This interconnection is from National Grid’s Whitehall-Mohican #13 line at 115kV. Wheelabrator has a customer owned substation, complete with a disconnection and protection means, as well as their own 14.4 MVA transformer bank. The plant output peak is 12.83MVA. Revenue metering takes place within the Wheelabrator substation by National Grid owned current and potential transformers, and a National Grid revenue meter. The point of demarcation (line of responsibility) between National Grid and Wheelabrator is identified as disconnect switch 6188, as noted on the enclosed National Grid standard operating diagram, specific to Wheelabrator. Wheelabrator owns, operates and maintains all equipment, inclusive to and downstream of this disconnect, with the exception of the National Grid revenue metering. National Grid owns the transmission line and the identified tower #96, the conductor tap to Wheelabrator, and the associated dead-end insulators located on the Wheelabrator take-off structure.
