Time Pool. 12.01 Each employee may contribute up to one (1) shift (24 hours for fire prevention personnel) of personal leave to the Union Time Pool. The Union may use this time at its discretion upon prior approval of the Chief or his designee. The Union president will notify the Chief or his designee at least twenty four (24) hours in advance in writing of the date time will be taken. In emergencies, notification time may be waived with the approval of the Chief. However, in all cases the Chief or his designee may withhold approval if adequate personnel are not available to maintain services. 12.02 Contributions to the Union time pool may be made each quarter based on the City's fiscal year, (i.e. October 1, January 1, April 1, and July 1).
Time Pool. The PBA shall provide the Chief of Police and keep a current list of all PBA representatives. No more than two (2) Bargaining Unit members in any one (1) instance may be granted time off by the Chief of Police or his/her designee to attend PBA business without loss of straight time pay or benefits by using time pool, provided: A) A written request for PBA TIME POOL is submitted to the employee's supervisor in advance of time off. It is further provided that at least one (1) week notice must be given in order to use pool time to attend annual meetings. B) The Chief of Police shall have the right to restrict the number of persons off for PBA TIME POOL time to a single individual when an emergency condition exists or manpower on shift is such that time off work would create a clear and present danger to public safety. The provision authorizes the Chief of Police not only to refuse PBA TIME POOL time, but to revoke previously authorized time off for PBA business, except for a single individual, when an emergency condition exists and/or such time off from regular assignments would create a clear and present danger to public safety. C) PBA TIME POOL time does not count as hours worked for purposes of overtime. It shall be the PBA's responsibility to supply to the City a PBA TIME POOL Authorization form which included the name of the employee and the hours of Comp/Vacation time donated by the PBA TIME POOL. The form must be signed by the Bargaining Unit member donating the time. Time donations may be made each April 1st and October 1st and shall be in increments of not less than two (2) hours, nor more than forty-eight (48) hours. At least two (2) hours of Time Pool donations by dues paying Bargaining Unit members are voluntarily requested for start up. Additional Time Pool donations shall be considered voluntary donations. Time Pool hours may be drawn upon at the discretion of the PBA in increments of at least one (1) hour. Employees covered by this Agreement who are in their initial probationary period shall not be eligible to contribute to this PBA TIME POOL. Time Pool. A time pool shall be created consisting of hours donated by Union dues paying members from their annual leave (see Article 11, Section 1 of this Agreement). Donations shall be credited at the rate of pay of each donor for hours credited; use shall be charged at the rate of pay of each recipient for hours charged. The time pool shall be allowed to accumulate from year to year. Donations to the time pool shall be mandatory for all Union members. Each member shall contribute no less than two (2) hours of annual leave per year or such number of hours per year as determined by the Union President and ratified by each Union Division. Donations to the time pool shall be from “Current Hours Earned” (as opposed to “Previous Hours Earned”) and shall be considered part of a member’s use of the minimum hours of annual leave required by Article 11, Section 1 of this Agreement. Donations to the time pool shall be made taken from the first (1st) bi-weekly payroll check to be received in January. Written notice of indicating the employee names and any change in the number of annual leave hours to be donated shall be provided to City by Union’s President or designee no later than December January 1.

Time Pool. Section 1 Twice each calendar year, during the months of January and July, a Bargaining Unit member may voluntarily donate eight (8) hours of vacation time to a Time Pool to be used by City employees designated by FOP for Union business and Union-related activities such as negotiation of Union contracts, grievance handling, attendance at conventions, seminars, conferences, symposia, and meetings. Section 2 A representative of the Union desiring to attend such meetings of official Union business shall submit a notice at least five (5) working days prior to the date of such meeting to the employee's immediate supervisor (non-Bargaining Unit member) and to the Police Chief. With the approval of the Police Chief, the five-day notice may be waived. Section 3 Donations of time shall be authorized by the employee so donating on an Authorization for Time Pool Deduction Form contained in this Section, one (1) copy of which shall go to the immediate supervisor (non-Bargaining Unit member) and one (1) copy to the Union. Time drawn against the Time Pool shall be with the approval of the Union President or designated representative. A record of all time donated and drawn against the above-mentioned Pool of time, shall be accurately kept by the Police Department and the Union. The parties agree that by mutual agreement, they may modify this process during the term of this Agreement. Time Pool donations made by bargaining unit members may be applied to the donations made by the bargaining unit members of the Police Officers and Sergeants Unit to permit the President of the Union to use up to 1200 hours of Time Pool in any calendar year.
Time Pool. The Town agrees that the employees in this Supervisory Unit may participate in the “time pool” administered by and for the members of the Rank and File bargaining unit, subject to the same terms and conditions of that “time pool” as set forth in the Rank and File collective bargaining agreement.

A Union member shall be released from duty in accordance with the provisions of this Agreement only when the needs of the City, as determined by the employee's Department Director or designee, have been met, but such release shall not be unreasonably denied. If the needs of the City do not permit the release of the employee as requested, release of an alternative employee during the desired time may be requested. Section 5. No individual bargaining unit member shall be permitted to use more than two hundred Section 6. Upon return from work of a bargaining unit employee on approved union business leave, the department will notify the Human Resources Department of the total hours the employee was absent on Union business. The City will periodically submit statements to the Union detailing amounts to be reimbursed. The Union will pay such reimbursement amounts to the City within twenty (20) business days from the date of each statement. If the Union fails to provide timely reimbursement, the City may discontinue the practice of allowing bargaining unit employees to take time off for Union business.
