Time Impact Analysis. ‌ 24 If Developer submits a Relief Request indicating that an event, situation, or change affects a 25 Critical Path of the Project Schedule as set forth in Section 14.1.3.1 of the Agreement, 26 Developer shall prepare a Time Impact Analysis showing the cumulative effect of the change on 27 the completion or fixed milestone date with the Relief Request. Developer shall include a written 28 report, in a form satisfactory to ADOT, describing the Time Impact Analysis with the Time 29 Impact Analysis. The revision to the Project Schedule associated with the time extension must 30 not modify the early- and late-start cost curves of the Project Schedule, except with respect to 31 activities that have been affected by the event that justify the extension. Developer may 32 reschedule activities not otherwise affected by the event to take advantage of additional Float 33 available as the result of the time extension. Time Impact Analysis. As part of a Relief Request as set forth in Section 15.1.2 of the PPA Developer shall submit to IFA a written time impact analysis illustrating the influence of each claimed Relief Event. Each time impact analysis shall include a fragmentary network demonstrating how Developer proposes to incorporate the change, delay, or Developer request into the current Project Status Schedule. The time impact analysis shall demonstrate the time impact to each and every affected schedule Activity in the most recent Project Status Schedule at the time of the occurrence. The time impact analysis submittal shall include the details of the change, including added, changed or deleted data for schedule Activities and logic. If the current Project Status Schedule is revised subsequent to submittal of a time impact analysis but prior to its approval, Developer shall promptly indicate in writing to IFA the need for any modification to its time impact analysis. Developer shall submit one printed Xxxxx chart including all schedule Activities affected by the time impact analysis, grouped and sorted by WBS and compared to the current Project Baseline Schedule. In addition, Developer shall provide one electronic backup of the Project Schedule with the time impact analysis and a comprehensive narrative for each Relief Request. This required fourteen (14) day period may be extended as necessary subject to the approval of JEA. Proposed Schedules shall code affected and added activities to each Change Order Proposal or schedule recovery plan. Furthermore, Proposed Schedules shall accurately reflect all revisions and/or adjustments made to activities, logic ties and restraints that are necessary to reflect the Contractor’s current approach for Work remaining. At a minimum, Proposed Schedules shall: Incorporate all proposed activities and logic ties required to implement any proposed revisions, Detail all impacts on pre-existing activities and logic ties, Include a narrative describing the causes of any delay and actions planned to recover the schedule to meet Contract Deadlines. Each Proposed Schedule shall include a subnet demonstrating how the Contractor plans to incorporate a Change Order Proposal or other change and/or revision into the Current Baseline Schedule. A subnet is defined as a sequence of new or revised activities that are proposed to be added to the Current Baseline Schedule. Time Impact Analysis. The Contractor shall notify the County or Construction Observer when an impact may justify an extension of Contract Time or adjustment of milestone dates. This notice shall be made in writing as soon as possible, but no later than the end of the next estimate period after the commencement of an impact or the notice for a change is given to the Contractor. Not providing notice to the County or Construction Observer by the end of the next estimate period will indicate the Contractor's approval of the time charges as shown on that time statement. Future consideration of that statement will not be permitted and the Contractor forfeits its right to subsequently request a time extension or time suspension unless the circumstances are such that the Contractor could not reasonably have knowledge of the impact by the end of the next estimate period. When changes are initiated or impacts are experienced, the Contractor shall submit to the County or Construction Observer a written time impact analysis describing the influence of each change or impact. A time impact analysis is an evaluation of the effects of changes in the construction sequence, contract, plans, or site conditions on the Contractor's plan for constructing the Project, as represented by the Project Schedule. The purpose of the time impact analysis is to determine if the overall Project has been delayed, and if necessary, to provide the Contractor and the County a basis for making adjustments to the time allotted for Substantial Completion and Final Completion. A time impact analysis shall consist of one or all of the steps listed below.
