Consistent with Section 18.14 and 18.15 hereof, upon delivery of Cable Service, by subjecting Franchisee’s mixed-use facilities to the NY PSC’s minimum franchise standards and the City’s police power, the City has not been granted broad new authority over the construction, placement and operation of Franchisee’s mixed-use facilities.
