Temporary Traffic Control. 15 If the FSBE firm is being utilized in the capacity of only “Flagging”, the FSBE firm 16 must provide a Traffic Control Supervisor (TCS) and flagger, which are under 17 the direct control of the FSBE. The FSBE firm shall also provide all flagging 18 equipment (e.g. paddles, hard hats, and vests). 20 If the FSBE firm is being utilized in the capacity of “Traffic Control Services”, the 21 FSBE firm must provide a TCS, flaggers, and traffic control items (e.g., cones, 22 barrels, signs, etc.) and be in total control of all items in implementing the traffic 23 control for the project. 25 Trucking 26 FSBE trucking firm participation may only be credited as FSBE participation for 27 the value of the hauling services, not for the materials being hauled unless the 28 trucking firm is also certified as a supplier of those materials. In situations where 29 the FSBE’s work is priced per ton, the value of the hauling service must be 30 calculated separately from the value of the materials in order to determine FSBE 31 credit for hauling 33 The FSBE trucking firm must own and operate at least one licensed, insured 34 and operational truck on the contract. The truck must be of the type that is 35 necessary to perform the hauling duties required under the contract. The FSBE 36 receives credit for the value of the transportation services it provides on the 37 Contract using trucks it owns or leases, licenses, insures, and operates with 38 drivers it employs. 39 40 The FSBE may lease additional trucks from another FSBE firm. The FSBE who 41 leases additional trucks from another FSBE firm receives credit for the value of 42 the transportation services the lessee FSBE provides on the Contract. 44 The trucking Work subcontracted to any non-FSBE trucking firm will not receive 45 credit for Work done on the project. 47 The FSBE may lease trucks from a truck leasing company (recognized truck 48 rental center), but can only receive credit towards FSBE participation if the FSBE 49 uses its own employees as drivers.

DBE credit for a truck broker is limited to the fee/commission that the DBE receives for arranging transportation services. Truck registration and lease agreements shall be readily available at the project site for the Engineer review.
