Task 208 – Construction Observation. Consultant will provide a program manager who will oversee a team of resident engineers, senior construction inspectors and a pool of construction inspectors to provide sufficient coverage over each of the 2025 construction projects. Each resident engineer will be responsible for their own project and will also oversee two to three inspectors who are each running their own project. The construction team will be responsible for completing daily reports which will include at a minimum (contractors on-site, number of works, equipment used, work completed, quantities installed, location of work performed, traffic control inspections, safety incidents/issues, etc.) All daily reports will be completed electronically. The construction team will track pay item quantities installed each day and at the completion of that day, agree to the quantities installed with the contractor. Consultant’s budget includes providing construction observation for 8 hours per day Monday through Friday on each project based on the project durations provided in the project specifications. Consultant has included an allowance in the budget for overtime hours. Overtime hours will be tracked by project and communicated to the City on a monthly basis. As budget is expended on each project, amendments, if needed and when authorized, will be prepared for processing by the City to add additional budget to cover the remainder of the construction project. Consultant to provide the City with a proposed staffing plan showing which staff will be assigned to each of the construction projects for 2025. The intent of the staffing plan is to communicate the lead for each project. Based on actual work being performed on various projects, it may be necessary for Consultant to adjust the staffing plan to provide adequate coverage on projects. Staffing changes will be communicated to the City immediately for approval including notification of the billing rate of the staff. Task 209 – Project Closeout Consultant will coordinate and conduct a punch list walk thru, utilizing the checklist developed in Task 100, for each construction project with representatives from the City and the contractor. The punch list will be shared with all parties and once the contractor has confirmed that all items have been completed, the Consultant will verify that all items are done.
