Submission Form. A uniform Joint Submission Form setting forth an agreement to submit the grievance to the Panel for a final and binding decision without further recourse to any other tribunal, except as might otherwise be permitted by law, shall be signed by the parties involved and submitted to the Co-Chairs prior to the grievance being heard.
