The State Consent clause establishes that a state or government entity explicitly agrees to be bound by the terms of a contract or agreement. State Consent. The Subrecipient shall not enter into any subcontract with individuals or organizations for the purchase of equipment or the procurement of professional services without prior authorization and consent to the subcontract by the State. All subcontracts shall contain all provisions required by state or federal law.
