STAFF DRAFTS. Based on the Annotated Outline, the Consultant team will develop a new draft code that is user-friendly and includes the agreed-upon substantive new materials. The new ordinance will emphasize the use of graphics, tables, and charts to explain zoning and land use concepts, instead of voluminous text. Areas that will benefit from illustrations will be noted (though actual illustrations may not be finalized until language is refined in later drafts); the project budget includes a set figure for a minimum of [30] illustrations. The draft will include commentary where necessary to explain changes from current practice and the rationale behind new provisions. The preliminary draft will be intended for discussion primarily among staff, the Advisory Committee, and the Consultant team. The new code will likely include a substantial amount of new information it will be difficult for any review body, or the public, to digest in a single meeting. Therefore, we recommend dividing the drafting process into two manageable installments as follows: • Zone districts and uses; and procedures/administration.
