– SPECIAL PROVISIONS ON BUDGET TRANSFERS. By way of derogation from the first subparagraph of Article II.22 of the Framework agreement, budget transfers between budget categories are limited to 20% of the estimated eligible costs of the action specified in Article I.3. Any transfer up to that threshold or any introduction of a new cost category (not foreseen in the estimated budget) shall require prior written authorization of the Parliament on the amount of each budget category for which the transfer is intended.
