In the context of this Order and IAEA programs— (1) uranium containing the mixture of isotopes occurring in nature; (2) uranium depleted in the isotope 235; (3) thorium; and (4) any of the foregoing in the form of metal, alloy, chemical compound, or concentrate. Source material does not include ore or ore residue.
