Simple. “in-year” changes to how an element of the service is organised and delivered in wards can be agreed outside of any formal review process of the Agreement between xxxx members and the Locality Manager. Providing the change can be met from within existing capacity in that xxxx. For example, the additional/amendments of litter bins locations, minor revisions to mechanical and manual sweeping routes/frequencies and agreeing localised enforcement priorities.
