The Shift Vacancy clause defines the procedures and responsibilities for filling open or unassigned work shifts within an organization. Typically, it outlines how vacancies are communicated, the order in which employees are offered the opportunity to fill the shift (such as by seniority or availability), and any timelines for responding to such offers. This clause ensures that staffing gaps are addressed efficiently and fairly, minimizing disruptions to operations and clarifying expectations for both management and employees.
Shift Vacancy. Transfer If a vacancy exists, or a transfer of personnel is determined necessary, the vacancy shall be posted for ten (10) calendar days, during this time, qualified bargaining unit members may bid for the position. All bids are to be submitted to the Fire Chief in writing. Seniority shall prevail in the filling of vacancies/transfers unless the experience, training and skills of a less senior bidder are greater, as approved by the Chief.
Shift Vacancy. In circumstances where existing shifts become vacant due to termination, resignation, promotion, demotion, or other events the vacant shift shall be posted for seven (7) calendar days. Unit members shall indicate their interest in filling that vacancy within the allotted time frame in writing to a supervisor. If more than one (1) unit member has indicated an interest in the vacancy, the unit member with the highest seniority shall be selected and consistent with section 6. 4.1.1. In the event that no unit member expresses an interest in the vacant shift, that shall be filled consistent with section 6.

When a shift vacancy is to be filled permanently by the lateral transfer of an employee on a different shift, and such fill-in is expected to trigger a series of lateral transfers to different shifts, the Executive Director or designee shall determine appropriate assignments. Shift Vacancy. In the event of a vacancy in a work unit subject to shift differential, and when the Department determines that the vacancy will be filled by transfer of an employee within the unit from one shift to another, the appointment will be made on the basis of classification seniority within the unit, except in situations where the City determines that skill level needs dictate otherwise
