Service Priority. 1. Perinatal Programs: Priority will be administered to pregnant and/or parenting clients or applicants for treatment in the following order: a. Pregnant injecting drug users, b. Pregnant substance users, c. Parenting Injecting drug users, and d. Parenting women drug users. 2. All programs: Priority placement must be given to injecting drug users and pregnant women.
