Selection Considerations. Communities should keep selection considerations in mind when planning or writing community development proposals. A project's rating and ranking is a significant consideration in project selection. These factors include but are not limited to the following: Proposals must demonstrably address the primary objective of the Act as well as one of the three broad national objectives set out in the federal Act passed by Congress.
