Common use of S.E Clause in Contracts

S.E. In the event of a disagreement between the arbitrator on any matters such matters or matters shall be reffered to on umpire to be nominated by the C.E. and the awards of such arbitrator or the umpire is to be final and where necessary to by equivalent to a certificate of the E.E. and the contractor (s) is/ are to be paid accordingly.
