School Completion. Students who leave school and are prepared to enter a skilled trade to continue their education at the post-secondary level (some college programs) or to engage in community-based heritage opportunities, are considered to have successfully completed K-12 schooling.  Trades and Apprenticeship – Trades refer to specific, school-based training programs. Offered in partnership with post-secondary institutions, these programs allow students to receive concurrent credit toward secondary school graduation, post-secondary courses, as well as industry certification. In 1999, the Ministry of Education and Education partners acknowledged that many Indigenous learners in British Columbia schools were not experiencing success in the school system. A Memorandum of Understanding was signed to demonstrate their commitment to improve Indigenous student success, which stated:  the Chiefs Action Committee,  the Provincial Minister of Education,  the Federal Minister of Indian and Northern Affairs, and  the President of the BC Teachers’ Federation.
