SCHOOL CAPACITY TRACKING. 3.1 This section establishes procedures for implementation of a countywide school capacity tracking system. The key components of school capacity tracking are listed below: (a) Level of Service (LOS) standards; (b) Education Service Areas (ESA); (c) Procedures for monitoring school demand and capacity (d) Mitigation options and processes; and (e) The 5‐Year Work Program for school facilities.
