Scenario Concept. The Contractor shall support development of a proposed unit task organization and initial concept of operations for using available forces to conduct the required combat course of action for each scenario. This will be for the friendly forces, the threat forces, and all neutral elements. The Government desires two levels down, i.e., platoons for a battalion scenario and companies for a brigade scenario.
