Request for Annual Negotiations. A. If either Party desires to amend or modify any of the terms or conditions of this agreement, they shall notify the other Party in writing, no later than September 1, in accordance with the Preamble of this agreement. At the meeting immediately following, both Parties shall submit complete written proposals. Items, which the Parties agree to, shall be initialed as tentative agreement(s) unless the Parties agree otherwise. B. Meetings, by mutual agreement, shall be scheduled during the normal work day whenever possible; and release time without loss of pay shall be arranged when meetings are held during the regular work day. When substitutes are used, the cost of substitutes shall be borne by SEIU/FPSU.
