Relocation Planning. (a) MnDOT and Local Government shall develop solutions to minimize adverse impacts of displacement. Relocation planning shall precede any action by MnDOT or Local Government in pursing displacement.
(b) Relocation planning shall involve a relocation survey or study, which takes into account an estimation of households, businesses, farms, and non-profits to be displaced; the estimated number of comparable dwellings and sites available for replacement; amount of employees effected by replacement of businesses; and any special relocation services that may be necessary.
(c) MnDOT shall carry out a relocation assistance advisory program which satisfies the requirements of Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d et seq.), Title VIII of the Civil Rights Act of 1968 (42 U.S.C. 3601 et seq.), and Executive Order 11063 (27 FR 11527, November 24, 1962).
