The 'Regional loading' clause defines how costs, charges, or responsibilities are allocated based on specific geographic regions. In practice, this clause may stipulate that certain fees or operational requirements vary depending on the location where services are provided or goods are delivered, such as higher transportation costs for remote areas or different tax rates by region. Its core function is to ensure that regional differences are fairly accounted for in the contract, thereby addressing disparities in cost or logistics that arise from geographic factors.
Regional loading where a subject is delivered to a Skills First Student in a delivery location reported with a regional postcode (as determined by the Department), the ‘Subsidy’ or ‘RPL subsidy’ will be increased by 10%. The regional loading does not apply to Online Training and Assessment or to distance education, which is deemed have occurred if the Predominant Delivery Mode reported is ‘E’ (external delivery). The only exception is for training delivery where the student’s usual residential address is reported with a regional postcode (as determined by the Department).
