Re-entry; Termination. If in the sole opinion of the Municipality the Licensee undertakes or permits any activity whatsoever within the License Area which is outside of the permitted uses contemplated herein, or which may be a nuisance or cause damage, or if the Licensee fails or neglects to perform or is otherwise in default of any of the terms, covenants or conditions of this License, the Municipality may, in its absolute discretion:
