Rate Margin. All gas costs determined by the NCUC or Virginia State Corporation Commission ("SCC") to be properly recoverable from sales customers, less the Benchmark Commodity Gas Cost and the Fixed Gas Cost Recovery Rate. The Rate Margin shall exclude fees assessed by state and local government agencies, including but not limited to: surcharges, increments, decrements, and franchise fees, subject to adjustment pursuant to Paragraph 5 below.
