Public Event. An event sponsored for the public or segment of the public by two (2) or more actively participating organizations, one (1) of which may be a health organization. Quality — The degree to which a Health Plan increases the likelihood of desired health outcomes of its Enrollees through its structural and operational characteristics and through the provision of health services that are consistent with current professional knowledge.
