Proposal Title. Confidentiality Compliance Reviews Reference: Section V. Responsibilities of the Parties, Subsection C, paragraph 2 Date Submitted: 08/09/07 Sponsoring Entity Information: Contact Person: Xxxxx Xxxxx Agency/Organization: Employment and Training Administration (ETA) Phone: (000) 000-0000 E-mail: xxxxx.xxxxx@xxx.xxx Statement of Issue: Some states have expressed concern about the current provision in the Agreement related to the conduct of Confidentiality Compliance Reviews. The Agreement currently provides that Confidentiality Compliance Reviews to assess states’ compliance with the data confidentiality terms and conditions of the WRIS Data Sharing Agreement would be conducted as part of ETA’s regular program reviews. ETA’s regional office staff conducts periodic reviews of the Workforce Investment Act (WIA) and Unemployment Insurance (UI) programs. Concerned states indicated that this approach makes these reviews a part of the “federal monitoring process,” which subjects the state to a level of scrutiny that is appropriate for programs where they are receiving federal funds, but that is inappropriate for a voluntary system, such as the WRIS. Concerned states further note that that the current arrangement xxxxxx expands the grantor-grantee relationship to an area where it is not applicable.

Proposal Title. Smart Open Services - Open eHealth initiative for a European large scale pilot of patient summary and electronic prescription Information on the service Describe the common interoperable service solution that the Pilot aims to implement and demon- strate (maximum 10 lines) Electronic patient record systems, with their initial focus on both patient summary/emergency data sets and medication record/ePrescription solutions, are being driven forward by European member states. While all are committed to doing this in principle, some regions and countries are more ad- vanced than others in terms of their capacity to implement proposed solutions. To enhance the possibility of these services being provided across national or regional borders, interoperability among systems and services must be achieved between the national and/or regional systems. To ensure trust in the use of these systems on the part of patients and healthcare professionals, ap- propriate data protection, system security and performance criteria need to be included in any emerging cross border applications. The national regulatory authorities and competence centres for eHealth that are cooperating in this large scale pilot to implement interoperability for the two proposed focal applications aim to test them in pilot applications in a range of member states. The approach, which is based on well-developed and distinct use cases, and associated infrastructural components, aims to deliver both a methodological process and durable implementations (termed ‘building blocks’). These will form the basis for a longer term, pan-European approach to building interoperable service solutions. Describe the existing services related to the Pilot for each of the countries involved. Indicate the extent to which these services are already operational at national, regional or local level and the national initiatives/strategies to which they belong (maximum 1 page) Patient summary and/or electronic prescriptions already either exist or are in an advanced devel- opment phase in most of the member states which are participating in this large scale pilot (even if occasionally only at a regional level). Today, the rapid innovation cycles of information and com- munication technologies (ICT), the emergence of electronic healthcare applications, and advances in drug therapies mean that national health systems are continuously evolving. However, the rate of penetration of either patients’ records or electronic prescriptio...
