Proposal Preparation and Submission Instructions a. Formatting and Submission: This section specifies the format and content that Offerors shall use in this solicitation. The intent is not to restrict the Offerors in the manner in which they will perform their work but rather to ensure a certain degree of uniformity in the format of the responses for evaluation purposes. Offerors must submit a proposal that is legible and comprehensive enough to provide the basis for a sound evaluation by the Government. Information provided should be precise, factual, and complete. Legibility, clarity, completeness, and responsiveness are of the utmost importance. Any proposal which does not provide, as a minimum, that which is required in this solicitation may be determined to be substantially incomplete and not warrant any further consideration.
b. The proposal shall not contain elaborate brochures or documentation, binding, detailed artwork, or other embellishments.

6.1 Proposals should be prepared simply and economically, providing a straightforward, concise description of capabilities to satisfy the requirements of this RFP. Emphasis should be placed on completeness and clarity of content and avoid excessive content and unrelated work samples.
6.2 In order to be considered for selection, proposals submitted must be a complete response to this RFP. Proposals which are substantially incomplete, or lack key information may be rejected by Loudoun Water at its discretion.
6.3 By submitting a proposal in response to this RFP, the Offeror represents it has read and understands the RFP and has familiarized itself with all federal, state and local laws, ordinances, and rules and regulations that in any manner may affect the cost, progress, or performance of the resulting Agreement and Task Orders.
