Promulgate Rules. The Trustees shall promulgate rules and regulations which they deem necessary or desirable for the proper administration of the Trust and each Benefit Plan, provided the same are not inconsistent with the terms of this Trust Agreement, including but not limited to rules and procedures governing:
(a) the application for benefits by Employees and Beneficiaries;
(b) appeals by parties aggrieved by an initial determination of benefits. All rules and regulations adopted by the Trustees shall be binding upon all parties hereto, all persons or entities dealing with the Trust or any Benefit Plan, and all persons claiming any benefits under a Benefit Plan.
