Promotion: The change of a permanent employee to another position in a class allocated to a salary range for which the top step is higher than the top step of the class which the employee formerly occupied, except as provided for under "Transfer" or as otherwise provided for in this MOU, in the Personnel Management Regulations, or in specific resolutions governing deep classes.
Project Employee. A project employee is one who is hired to perform a particular task or duty and who work less than 1,050 hours in any twelve (12) consecutive calendar month period. Examples of tasks performed by such employees include, but are not limited to, the temporary replacement of classified employees on extended leave. Such employees are not part of the bargaining unit to which this Agreement applies and may be released without recourse at any time.
Project Employee. An employee in a position which is funded for a defined period of time, usually in one (1) year increments. Unless specified otherwise, these positions shall be considered regular positions.
Project Employee. The term "project employee" as used in this Agreement shall mean a person who has been appointed to work in a position included in the above-described bargaining unit on a temporary basis not to exceed one thousand forty (1,040) hours per calendar year to complete a special project. But in no case shall project employees work overtime unless on a holdover basis or because no regular employee is available in that classification. If a project employee should become a regular employee, his/her date of hire shall be the last date he/she was hired as a project employee, but all fringe benefits accrue as of date of hire as a regular full-time or regular part-time employee. Project employees who become regular shall serve the probationary period as described.

Prior to any person being contracted to do project work, the project must be pre-authorized by the appropriate vice president and by Human Resources. Within seven working days of the authorization, the Union president must be notified of the project and the person contracted to complete the project. If the person is employed to do multiple projects, each project must be pre-authorized and the person's employment must not exceed two years. If this condition is violated, the person becomes eligible for bargaining unit status. A person hired to complete designated projects for the College shall not have worked for the College in any other capacity for 12 months prior to being hired for the project, during the project period, or for 12 months after the project work is completed.
