PROGRAMMATIC FRAMEWORK. A programmatic framework is considered important to define expectations of all parties (e.g., the City, Ecology, and local irrigation districts) involved in the development of an ASR program by the RECIPIENT. This will include presenting, to the appropriate resolution within the limitations of time and budget: -Interests of various entities (e.g. cities, counties, State agencies, Reclamation, the Yakama Nation, irrigation districts, YBIP, and others) -Legal framework for ASR operations -Allocation of benefits -Operations and costs -Funding The Ellensburg ASR program is being developed as an integral part of the Yakima Basin Integrated Plan. Input to the programmatic framework will be solicited from local irrigation districts (e.g., Kittitas Reclamation District (KRD) and Ellensburg Water Company EWC).
