Prioritizing Student Needs. The district shall prioritize the needs of traditionally marginalized student populations, focusing on equitable education and services for students of color, students living in poverty, students who identify as LGBTQ+, Special Education students, and ELL students. a. The district shall schedule adequate time in the beginning of the school year for individual universal screening for SEL, academic, and family needs for all students in compliance with OSPI mandates. Adequate paid training on the universal screening tool shall be provided prior to the start of the student year. Screening shall be by homeroom or first period classroom teacher. b. Education on health and safety protocols and universal screening shall be the scheduled and exclusive focus of at least the first week of school, including how to maintain safe physical distancing in PE and recess. c. The district shall schedule at least half a day of grade level release time within the second and third weeks of school for employees to review the data from the universal screenings and design supports. d. Alternative sites such as community centers, houses of worship, and libraries will be utilized to provide access to educational services as permitted by state law. The collective bargaining agreement applies to all employees who provide services at an alternate site. e. Extra-curricular opportunities and clubs for students shall be made available either in-person according to all OSPI and DOH guidelines or shall be provided remotely. f. Students in grades PK- 6 attending any in-person site shall be given daily recess or other physical activity in order to support social emotional and physical well-being in compliance with OSPI regulations. Recess may be broken into no less than fifteen-minute increments. Students and families attending remotely will also be encouraged and provided appropriate assistance in physical activities and unstructured play time. g. In order to ensure all students are ready to learn, the district shall provide breakfast and lunch opportunities for all students each day. For students attending schools with alternating days and/ or shifts, breakfast and lunch will be sent home as non-perishables and/ or provided via physically distanced pick-up/ delivery on non-onsite school days. h. The district will provide training on an adopted SEL screening tool prior to use. Screening shall be by classroom/designated teachers and/or members of each school’s human services team. c. During at least the first week of each new phase of students’ return to campus, the scheduled and exclusive focus of instruction shall be education on health and safety protocols and universal screening, including how to maintain safe physical distancing in PE, halls, bathrooms, lunchroom and recess. d. District will provide supports for communicating, as much as possible, in students’ families’ home language, and utilize the district website to make information more accessible.
