The Prevention Services clause outlines the obligations and scope of services aimed at preventing certain risks or undesirable outcomes. Typically, this clause specifies the types of preventive measures to be implemented, such as regular inspections, training, or maintenance, and may detail the responsibilities of each party in carrying out these activities. Its core practical function is to proactively address potential issues before they arise, thereby reducing the likelihood of harm, loss, or liability for the parties involved.

Prevention Services. 4.8.1. Women’s Wellness Connection (WWC); Breast and Cervical Cancer Program (BCCP)
4.8.1.1. The BCCP, implemented July 1, 2002, was established by the Breast and Cervical Treatment Act of 2000, allowing Presumptive Eligibility (PE) and full Medicaid benefits to women for treatment of breast and cervical cancer (or precancerous condition) who have been screened through Colorado’s National Breast and Cervical Cancer Early Detection Program, the Women’s Wellness Connection (WWC), or by a provider whose screening activities are recognized by WWC.
4.8.1.2. BCCP: DPHE Responsibilities
4.8.1.2.1. Maintain and annually update service definitions, protocols, guidelines, procedures and forms for use in the WWC program.
4.8.1.2.2. Provide public education and outreach on BCCP to WWC Qualified Entities.
4.8.1.2.3. Review applications of potential Qualified Entities.
4.8.1.2.4. Monitor and assess WWC QEs pursuant to federal requirements and federal timelines and are compliant with required licensure, certification, insurance and any other permits as necessary to perform services as required by rules established by the Medical Services Board.
4.8.1.2.5. DPHE shall submit a letter of notification to HCPF for additional Qualified Entities that become qualified throughout the year.
4.8.1.2.6. DPHE shall provide notification to the HCPF designated state authority of New Qualified Entities within fifteen (15) business days from the date the entity becomes qualified.
4.8.1.2.7. No later than September 01 of each fiscal year DPHE shall provide to the HCPF designated state authority(s) a report containing a listing of all current and appended Qualified Entities.

Strategic Prevention Framework (SPF): The CSB, in partnership with local community coalitions, shall use the evidenced-based Strategic Prevention Framework (SPF) planning model to: complete a needs assessment using community, regional, and state data; build capacity to successfully implement prevention services; develop logic models and a strategic plan with measurable goals, objectives, and strategies; implement evidenced-based programs, practices, and strategies that are linked to data and target populations; evaluate program management and decision making for enabling the ability to reach outcomes; plan for the sustainability of prevention outcomes; and produce evidence of cultural competence throughout all aspects of the SPF process.

Friday Night Live (FNL) and Club Live (CL) Programs Support and Capacity Building for eight (8) to twelve (12) FNL/CL Member Groups of which two (2) to four (4) will be Action Teams. Action teams are member groups which will receive specialized technical assistance to ensure a fun, meaningful, and successful project, access to the FNL fund for resources, and opportunities to promote and receive community and countywide recognition. Each Member Group will include a minimum of eight (8) youth participants. Contractor’s program staff will provide the following:

a. Consultation with each FNL/CL member group adult advisor on a bi- monthly basis.
b. Convene quarterly meetings for all member group adult advisors to provide a forum for support, collaboration and training.
c. Assistance to member group adult advisors in sustaining and supporting member groups. Assistance may include but is not limited to: designing skill-building activities, facilitating a youth development process; Alcohol, Tobacco and Other Drug (ATOD) prevention and environmental prevention projects.
2. Member groups will receive information about and have the opportunity to participate in countywide trainings and networking opportunities provided by Youth Leadership Institute Friday Night Live Partnership.
3. Action teams are member groups which will receive specialized technical assistance to ensure a fun, meaningful, and successful project, access to the FNL fund for resources, and opportunities to promote and receive community and countywide recognition.

Project One - Contractor shall select a school district reflecting higher AOD data compared 17 to that of the County average, as reported in the California Healthy Kids Survey – Orange County 2017- 18 2019 report; or another reliable data source which demonstrates the district’s greater need for AOD 19 prevention services; or a school district which demonstrate readiness for prevention services. Contractor 20 shall receive approval from ADEPT before providing prevention services.

Member groups will receive information about and have the opportunity to participate in countywide trainings and networking opportunities provided by Youth Leadership Institute Friday Night Live Partnership. Prevention Services. Provide prevention programming for children, ages four to ten, regardless of their victimization experiences, and workshops for parents/caregivers in the community to help children heal from DV. Services will be offered in community-based settings, the Multicultural Center (MC), or remotely, based on participants’ preference.
1. Deliver prevention workshops for children at least three times per year, with a focus on the target areas of Annandale, ▇▇▇▇▇▇’▇ Crossroads, and South County communities.
2. Upon completion of the prevention workshops, 75% of children will be able to use words or pictures to identify and name a trusted adult in their life.
3. NVFS will develop the content of one workshop, in Spanish and English and other languages as needed, for parents during the first year of the grant, receive approved by OVW, and deliver it at least two times. For years 2 and 3, the workshop will be delivered to 3 groups of parents each year. 4. After completing the parent workshop, 75% of participants will report an increase in knowledge about how to help their child after experiencing DV. NVFS will use formal and informal evaluations to report the level of success.
Prevention Services. The Contractor shall:
4.17.1 Administer a prevention system in conformance with ADHS/DBHS Prevention Framework for Prevention in Behavioral Health.
4.17.2 Submit deliverables related to Prevention Services reporting in accordance with Exhibit 9.
