Preparing the DA. 1.4.1 A draft DA will be prepared and it will be the subject of consultation with key stakeholders. Every observation received will be given due consideration and the DA will be amended where it is appropriate to do so. When the Councils decide that they are satisfied with the DA, it will be submitted to the Welsh Government for its agreement. Appendix 1 includes a flow chart, showing the process that must be followed when preparing the DA. The Councils will have to keep an eye on progress against the content of the DA.
